When to use it

Once a price is agreed and before you hand over any money. This is the number that surprises people at the counter.

Every field, explained

Plot or house value (Rs)The value the percentages are charged on. Ask which value DHA and FBR are using — the agreed price and the official value are often not the same number.
DHA transfer fee (Rs)A fixed amount, not a percentage. It depends on plot size and category, so ask the DHA office for the figure for that exact plot.
Stamp duty (%)A percentage of the value. Set by the province and changed in budgets — get today's figure, do not reuse an old one.
CVT (%)Capital Value Tax, also a percentage of the value.
Withholding tax (%)The rate differs for filers and non-filers, and that difference is large. Use the rate that applies to you.
Registration and anything else (Rs)A fixed catch-all: registration, mutation, lawyer, agent's documentation charge — whatever else is on the list.

How the answer is worked out

  1. The three percentages — stamp duty, CVT and withholding — are added together and applied to the value you entered.
  2. The two fixed amounts — the DHA fee and the 'anything else' field — are added on top.
  3. The second result divides the total by the value, so you see the transfer as a percentage. That is the figure worth remembering, because it is what you will pay again next time.
A worked example — Rs 2 crore plot

Rs 8 lakh in all, which is 4% of the value. On a 2 crore deal that is the difference between a plot you can afford and one you cannot.

Mistakes people make

  • Using rates from a WhatsApp message or an old blog. They change with every budget and every DHA circular.
  • Using the filer rate when you are not a filer. The gap is usually the largest single item on this list.
  • Putting a percentage into a rupee field or the other way round. Each label says which it wants.
  • Forgetting the agent's commission, which is not a transfer cost and belongs nowhere on this page — it is separate money.

What it does not do

  • It does not know the rates. That is deliberate: we do not publish government or DHA fees, because a wrong figure here costs you real money.
  • It does not know whether you are a filer.
  • It does not include the agent's commission.
  • It is not a receipt or a legal document — confirm every figure at the DHA office before you pay anything.

Questions

Why don't you just fill in the rates?
Because they change, and a wrong number on a 2 crore deal is not a small mistake. We would rather leave the field empty than be confidently wrong.
Where do I get today's rates?
The DHA transfer office for the DHA fee, and FBR or your lawyer for stamp duty, CVT and withholding.
Does the seller pay some of this?
Some items are customarily shared or paid by the seller. Settle that in writing before the transfer date — the calculator only adds up the total.
